Can a girl or woman be considered a tomboy if she wears dresses or other feminine clothes?

Hi. Can a woman or girl be considered a tomboy is she wears dresses or other feminine clothes-if most of the time she doesn't and most of the time she doesn't act vey feminine-like she acts like "one of the guys"? Please let me know. Thank you.
