How do you sell a Non-op vehicle that needs to p SMOG in CA?

My vehicle doesn't work, but in order to sell it I must make sure it pes SMOG. It is registered Non-op. How can you SMOG a vehicle that won't start so you can sell the darn thing? Is there a non-op exemption for SMOG and title transfer?
