Look like you just creating a splash page I'm not gonna go line to line explaining whats happening but pretty much you creating the splash page setting how long its gonna display and whats the style of the page is going to look like and you can find the answer to your other questions by going to google.... I mean yahoo and typing java (lbBlank, toolkit, iframe, imageicon, desktoppane)
