Torque converter solenoid problems?

i have a 95 honda civic automatic, once the car is hot or been driving for more than 10 min it starts to hesitate on start and 2nd gear and surges as its about to switch gears, the rpm's might go up to 3000 or 4000 and the car is still at 20mph until its releases the gear which is when it surges, i was told this is the torque converter solenoid is this true?
